This interim report presents information gathered during the first four years of the scheme However, the rate at which children entered the scheme was much lower than was originally planned, so that the four year period yielded fewer cases than needed for the research strategy employed. Therefore the data obtained do not enable firm conclusions to be drawn. The report does however summarise the experiences and reactions of key players in the scheme, ie, foster parents, foster children, social workers, and the children’s families.
