Report into whether the Independent Circumstances Allowance (ICA) reaches its intended demographic of unemployed 16-17 year-olds who cannot live with or cannot financially rely on their parents. The project considers whether the ICA was delivered as intended, and what factors in the DSW administration or programme policy of ICA may have prevented young people in genuine need from applying for or receiving the allowance. Research included a nationwide postal questionnaire and interviews. Research found that the ICA did not reach all of its target population.
